I am getting the following error when I open any project in RC-WinTrans 10.3

Data file error! Language: "fr"; Source file: "C:\..\..\..\..\Resources.resx"
Temp. file: C:\Users\..\AppData\Local\Temp\RC-WinTrans\RCT14806.rwtxlf
Error: data file is not initialized!
Source file: C:\..\..\..\..\Resources.resx

I am running Windows 10 professional. It was working perfectly fine for the last 2 months. I ran into this issue only today. I have already looked at the two threads that discuss this issue but the solutions posted there are not working for me.
Kindly help.
